May 31, Mykola Poludyonny, the President’s Legal Adviser, said Victor Yushchenko could refuse to nominate the premier, the president press office informed.

“The Constitution does not say anything about the President’s obligation to accept decisions made by the coalition. He can refuse to nominate the premier in some circumstances,” he said.

Poludyonny added that the President sometimes refused to appoint judges thinking they were not worthy. He said Victor Yushchenko’s decision to accept or deny the premier would depend on the coalition’s determination to carry out his policies. Then he assured those present the Head of State was not going to dissolve the Verkhovna Rada.
