"The executive board of Ukraine's Football Federation recommends examining draft regulations setting a limit of seven players in 2007/8 for professional clubs in the premier league," a federation statement said.
At present the limit is eight but Ukraine's football authorities have long advocated gradually reducing to five the number of foreigners permitted. The country's leading clubs have resisted any such change.
The proposed rule change was announced as league runners-up Dynamo Kiev, announced they had signed a Brazilian midfielder Carlos Correa -- who had previously played for Palmeiras in his home country.
The Federation also announced the introduction of a new rule barring individuals or companies from owning or running more than one club -- in response to a demand by the UEFA.
