Governmental committee on legal policy and defense affairs approved the corresponding draft bills, submitted by Justice Ministry of Ukraine. Commenting on the draft bill on changes to the Penal Code of Ukraine, Justice Minister Serhiy Holovaty named this document “a small revolution in criminal policy.”
Holovaty considers that the draft bill provides for reduction of the number of penal acts and extends the number of alternative penalties, reduction of the number of prisoners, improving of keeping conditions in jails.
In particular, the draft bill provides for extension of minimal space for every prisoner from three to four meters, exclusion of the condition about obligatory labour of a convict, increase of the number of telephone talks and meetings.
