“For the time being it is hard to say what are differences between the governmental and the parliamentary draft budgets," said Kseniya Lyapina, a member of NSNU party, "but it is clear where the VR and the government might make a compromise”.

“Though the cabinet has taken steps to strengthen local budgets, the budgetary committee considers them insufficient. They have not agreed on this point yet. The VR committee also refuses to accept the governmental initiatives to reduce taxes. The most painful item is reduction of receipts to the fund of salary," she added.

“The acting head of the VR budgetary committee Lyudmyla Suprun has sounded a rather unclear idea about the plan to increase the reserve fund. The governmental draft budget foresees the reserve fund at the amount of 3 000 000 UAH. There was a proposal to make it be equal to the total sum of potential privatization 2006. For the time being it is not very clear. The attitude of the budgetary committee towards the fund had been rather negative. I think the situation will become clear when the budgetary committee discusses this proposal,” Kseniya Lyapina noted.
