At presidential hearings in Kyiv, Victor Yushchenko said it was necessary to implement administrative reforms in Ukraine, giving more authority to local administrations, the President's press office reported.

“We claim that by introducing the administrative reform we will give more authority to all regions,” he said.

The Head of State stressed that before implementing these reforms they should clearly define such concepts as local body and community .

“We should define whatcommunity is and what rights it has. We cannot give as many rights to seventy people as we can give to seven thousand,” he stressed.

The President said he was convinced that all citizens of Ukraine would benefit from these reforms.

He assured those present: “No Ukrainian village will suffer from that reform. You [ villagers ] will not travel around district centers to fight forduties that a village secretariat can perform.”
