As two thirds of Ukrainian experts believe, the Ukraine - EU Action Plan will be done, such a data International Programs Director with the Oleksandr Razumkov Center for Economic and Political Studies Valeriy Chaly made public during the round table into "Realization of the Ukraine - EU Action Plan: Problems and Prospects". According to him, while implementing the program Ukraine reached most successes in the political sphere, that is enhancement of stability and efficacy of institutions, which ensure democracy and supremacy of law, justice and counteraction to corruption. As the expert believes, a civil society, respect to freedom of the mass media, rights of national minorities are developing in Ukraine.

Fewer achievements were reached in the sphere of economic and social reforms, Chaly noted. As he explained, still there are problems in market economy functioning, national legislation approaching to EU norms and standards, investment climate improving and social cooperation enhancing, Cabinet's press office reported.

As Chaly stressed, "our main task is not to criticize the power for not implementing the plan, but to assist the Govt in forming more realistic program, or, so to say, a road map for next years. As the expert added, those matters should be focused on, which transform the whole system of Ukraine's development, not its detached sectors. According to him, the integration process must be realized through global entities, the World Trade Organization and accessing European markets. It is important to establish a coordinating body for European integration, which would bear personal responsibility for the Ukraine - EU Action Plan implementation, Valeriy Chaly emphasized.
