The European Commission said it is proposing the launch of talks with Ukraine on the opening of a common aviation area and mutual opening of competitive aircraft-markets.
The move follows the decision of EU transport ministers in June to form a European common aviation area with neighboring countries.
More than 1.5 million European and Ukrainian passengers flew there and back.
The commission already has a mandate for the creation of a transatlantic open aviation area with the US.
It has also requested mandates for aviation negotiations with Russia, China, Australia, India, New Zealand and Chile.
