The document has been signed with the purpose "of diversification of fuel supply, in particular, raw oil. It was done in order to make oil market stable and to protect it from crisis situations during the period of season price increase on oil. The main targets are following: to reach European standards of oil, to develop export potential of the field and to create additional employment and a real competition."
