The President of Ukraine Victor Yushchenko imposed a veto on the Act "About the city-hero Sevastopol," adopted by Verkhovna Rada on June 23.

The head of the country returned the Act to VR with his propositions.

In his letter to Sevastopol’s deputies the President explained that the Act can not be signed as it contraries to Constitution of Ukraine.

The model of the Act makes impossible the effective functioning of the state power and local self-governing in the city, creates obstacle for accomplishment of international obligations of Ukraine and causes conditions for constant conflicts between the corresponding structures.

Such conclusions were drawn up by Cabinet of Ministers, Ministry of Justice and other state bodies after thorough analysis.

In this connection, Yushchenko charged the government to develop the draft with the assistance of Sevastopol city state administration and Sevastopol city council in the near future.
