Mr. Chairman,
Dear Colleagues,

At the outset, I wish to thank the Government of Iraq, the European Commission and the United States of America for organizing and hosting this important international forum.

It is very timely taking into consideration this year constitutional process in Iraq.

Our conference should underscore commitment of the international community to work as partners with the Iraqi authority and society in building a democratic and prosperous Iraq.

Bearing this in mind, I would like to emphasize Ukraine’s future role in rebuilding Iraq and its commitment to send more specialists to work on business projects there.

Economic reconstruction of Iraq is decisive for the postwar settlement and should finally become the key priority.

A special mechanism should be introduced for a broader Coalition member-sates engagement in the reconstruction processes - first and foremost because they are already on the ground and thus able to provide security for projects.

Ukraine would strongly support such an approach. There is no doubt that it would accelerate the reconstruction of the Iraqi basic infrastructure.

We welcome also a more constructive role of the World Bank, UN Trust Fund and other international financial institutions in the Iraqi reconstruction. It is important to insure that the new Iraqi Government can supervise disbursement of funds for all projects.

Further participation of Ukraine in Iraqi economy rebuilding can be outlined in three general attitudes.

First. Our companies are ready to be broadly engaged in the reconstruction of Iraqi oil and gas, water supply and transport infrastructure. We have necessary potential, equipment and other facilities for that job.

At the same time, providing security for businessmen working in Iraq should be one of the most urgent issues for the Coalition and countries supporting it.

Second. Our military contingent has successfully trained Iraqi security forces in the Ukrainian area of responsibility. We did this to avoid any vacuum of security that might appear after the withdrawal of our troops.

To follow further with this consistent policy we are ready to keep on training Iraqis within the framework of NATO Training Mission.

Ukrainian Ministry of Defense is now studying the opportunity of sending our peacekeeping personnel to work as advisers for Iraqi military and public   institutions and Coalition staff.

Finally, we are planning to leave some military equipment, ammunition and vehicles for Iraqi military forces needs.

We intend to give additional impetus to our plans in Iraq by organizing the visit of Iraqi Prime-Minister Ibraghim Jaafari to Kyiv next month and hold the Joint Ukraine-Iraqi Committee meeting on trade, economic, scientific and culture cooperation.

Let me once again thank you, Mr. Chairman, for possibility given to the Delegation of Ukraine to participate in this international forum.

It is my strong confidence that conference decisions will forge the position of the world community towards New Iraqi Government and provide support for its noble efforts on the way of democratization.
