President Viktor Yanukovych has signed the Law of Ukraine On Amendments to Article 2 of the Law of Ukraine ‘On temporary ban on fining citizens of Ukraine for late payment of utility services’.

Under the above Act:

  • from January 1, 2011 the Law of Ukraine ‘On temporary ban on fining citizens of Ukraine for late payment of utility services’ is terminated;
  • late payment of utility services fines are imposed on the debts made after January 1, 2011.
"By signing this law, the President of Ukraine has complied with his constitutional duty, as the Parliament being the only legislative body to represent the whole of society, had approved it. In fact, considering all the arguments during the debate, the Parliament has concluded that this law will bring order to the communal services sector.

This law does not violate the Constitution, limits no rights or freedoms of citizens, and aims to ensure timely payment of utility bills. This, in turn, is an essential step towards systemic reform in the communal services sector that aims to provide quality and timely delivery of those services.

I would also like to remind that the norm had been active before it was temporarily suspended. The Parliament decided that under current conditions the moratorium should be cancelled. Respecting the ruling of the Parliament, the President has signed the law", Yuriy Miroshnychenko, MP and President’s Representative in the Verkhovna Rada said.
