In 2013, the Ministry of Regional Development, Construction and Housing and Communal Services conducted systematic work to improve the existing legislation in the field of urban development, in particular in the section of the permitting system simplification, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

Under the new rules of real estate registration, which will come into force on February 12, 2014, the list of documents that must be provided for registration of newly constructed buildings was reduced.

Experts explain that now, under the new order, investors will have to apply for registration of the property with a much smaller package of documents. If earlier, an apartment owner, as a housing construction investor, needed to submit the full package of documents for the whole house and only then for his apartment, now all the documents will be provided by the developer. The owner will only have to verify proprietary rights for a particular piece of real estate.

In addition, in 2013 the Regional Development Ministry developed and submitted to the Parliament a draft Law of Ukraine "On Amending Certain Legislative Acts of Ukraine on regulation of urban development" (Reg. No. 2285 of 11.06.2013).

According to the authors, the main purpose of the bill is regulation of the permit system simplification issues in the construction industry. In particular, the document envisions shortening of issuing the Terms of Reference from 15 working days (or 30 working days, as required to approve use of the main engineering networks) to 10 working days from the date of the application registration.
