Since the beginning of 2014, the Ministry of Revenue and Duties has been performing operation "Excise - 2014", aimed to identify and terminate distribution of counterfeit and substandard products. According to the results of one incomplete month, the Ministry say, illegal alcohol has been seized for about 1.4 million UAH, liquor - 8.9 million UAH, tobacco products - 10.9 million UAH. . In addition, 18 illegal liquor factories were closed.

Shutting down illegal production will allow the market excisable goods to develop, increase cash contributions to the state budget, as well as support legal workers.

According to the Ministry of Revenues and Duties, the most common schemes of tobacco smuggling are its transit through Ukraine to non-existent or bogus non-resident companies, movement of goods through the Ukrainian border with the evasion of customs control by disguising as other products, and even transportation of goods bypassing customs points.

Oleksandr Klimenko, Minister of Revenue and Duties of Ukraine stated previously that about 9% of the Ukrainian tobacco product market does not pay excise duty, while the tobacco industry pays 70% of the total excise duty.
