Ministry of Infrastructure of Ukraine is engaged in an active fight against illegal passenger carriers. To date, local self-government bodies are provided with all legal mechanisms required to remove from the market any carrier companies that provide regular transportation disguised as other services, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

This was stated by Vladimir Balin, Head of Internal Transportation Department of Road Transport Department of Ministry of Infrastructure of Ukraine, at a videoconference with representatives of local self-government in Odessa, Kharkov, Lvov, and Dnepropetrovsk regions.

According to him, in 2013, Ministry of Infrastructure took the necessary efforts to liberalize the road transport activities. "Last year, new Procedure for keeping bus route registers and Procedure for arranging passenger traffic were adopted and came into force; bus route passport was simplified; the order regulating the relations of haulers and bus stations was updated; and form of an authorization for transportation at interregional routes was updated," said Vladimir Balin.

He also added that local executive and local self-government bodies shall keep the bus route registers, which will ensure the tracking of real passenger traffic, and form the routes in accordance – whether it is opening, closing, or change of schedule.

Ministry of Infrastructure sees another method of dealing with illegal carriers in the bill "On automobile transport", whose approval by Verkhovna Rada is expected in the first quarter of 2014. According to developers, this document will make requirements for carriers more stringent.
