As of January 1, 2014, there were 187 vacant posts of presiding judges and 423 posts of their deputies at Ukrainian courts, chairman of the High Council of Justice Oleksandr Lavrynovych stated.

"In fact, out of 1,676 administrative positions (court chairmen and court vice-chairmen) 610 positions remained vacant in the courts of Ukraine. Thus, the assignment or reassignment of heads should be held in a large number of the courts of all specializations and instances in all regions of Ukraine," he said.

The chairman of the High Council of Justice recalled that appointment of chairmen and vice-chairmen of the courts shall be made by the High Council of Justice on a report from the relevant judicial councils, Ukrinform reports.

During 2013, the High Council of Justice appointed 386 judges to administrative positions. As of January 1, 2014, at the High Council of Justice there was not a single unexamined representation of judicial councils on appointment of the court manager.
