Ukraine’s Ministry of Regional Development, Construction, Housing and Communal Services has developed changes to parking rules for vehicles and submitted them for approval by government executive bodies. The novelties will enable payment for parking through a mobile phone. This will make parking more European-like and convenient for drivers, the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine reads.

Experts say a mobile phone parking payment system was introduced in Kyiv in 2008, and other Ukrainian cities joined in later. But, because of lack of efficient controls over non-payers and insufficient local budgets to equip parking areas with expensive (up to 40,000 UAH) parking turnstiles, cars are still chaotically parked around on sidewalks, lawns or roads. 
This causes inconvenience for other road users whereas municipal budgets receive no parking money.

New parking rules approved by the Cabinet of Ministers by Decree #1342 dated 12 March, 2009 became effective since January 2012. Items 14 and 16 envision that paid parking lots should be equipped with parking meters for making payments.

The government has instructed local administrations to arrange parking meters for parking lots and prohibited to charge in case of their unavailability. The system of fines for parking outside of parking areas is also introduced. However, there is no mechanism in the legislation to enforce these regulations.

Thus, the Cabinet has submitted a draft Law «On amendments to certain legislative acts of Ukraine concerning parking and responsibility for parking violations».

If the bill is approved, the fine for not paying parking fees will vary from 136 to 204 UAH. Parking in places designated for disabled individuals will be penalized from 255 to 306 hryvnia. Experts also point that a fine in the amount of 204 to 510 UAH will have to be paid for violating location/function requirements. Improperly equipped paid parking areas will be more expensive for violators, from 510 to 1700 UAH.
