The Verkhovna Rada passed in the second reading the government's draft law № 1131 on amendments to the Penitentiary Code of Ukraine concerning the procedure and conditions for servicing sentence, ForUm correspondent reports.

379 MPs voted for the bill. In particular, the Party of Regions gave 187 votes, the Batkivshchyna – 73 votes, UDAR – 32 votes, Svoboda – 34 votes, Communist Party – 29 votes, individual MPs – 24 votes.

In particular, the deputies allowed convicts to keep mobile phones and related accessories.
In addition, the Parliament allowed phone calls to convicts staying in disciplinary isolation wards, punishment cells or in cell-type rooms for educational purposes, as well as in the case of exceptional personal circumstances, particularly in the event of the death or serious illness of a close relative of the convict, or the disaster which resulted in substantial damage to the convict or his family.

In addition, the law provides for the possibility of transfer of inmates serving life sentences, who have completed 20 years of punishment in cells, to common residential areas of the colonies of maximum safety and keeping them among the other prisoners.

The law provides for granting convicts right to extended visits, particularly giving them the right to an extraordinary long meeting for marriage registration.
