Transport collapse in Kyiv during the snowfall was inevitable, head of the State Service for Emergency Situations Mykhailo Bolotskih declared.

"We should take into account the fact that 500 tons of snow fell per every hectare. Ukraine has not seen such intensive snowfall for more than 100 years. On Fridays, when many people go home or even leave Kyiv, jams are formed even in normal weather. But in the current situation it was impossible to avoid traffic jams," the head of the State Service for Emergencies noted.

Answering the question how he assesses the work of the State Service for Emergencies in Kyiv during the snowfall and within the elimination of its consequences, Bolotskih said: "We need to separate the functions of our structure and city officials. We must make a common cause, but within our positions not to mix the efforts. We conducted a massive information campaign to warn the population about impending disaster. And we opened warming points in advance and involved all necessary special vehicles of cross-country capacities."

The head of the State Service for Emergencies also said that he personally control the situation three days. "I can say that employees of the State Service for Emergencies worked effectively in the current situation," Bolotskih stressed.

In his opinion, in the future it is necessary to specify the plan of organizing interaction among all agencies that are involved in emergency response.
