The Cabinet of Ministers has approved two more bill as part of the implementation of the national action plan on the liberalization by the European Union of the visa regime for Ukrainian citizens, the media liaisons department of the Ukrainian government's secretariat reported on Monday, Interfax informs.
A draft law introducing amendments to some legislative acts of Ukraine concerning the improvements to the institutional system on the protection of personal data was approved at a government meeting on February 11.
The adoption of this bill is aimed at bringing the institutional system in the sphere of the protection of personal data into line with the Council of Europe's Convention for the Protection of Individuals with regard to the Automatic Processing of Personal Data and its Additional Protocol.

In particular, these changes are designed to ensure the independence of the body that will monitor the observance of legislation in the field of personal data protection.

According to the government's initiative, which will be submitted for consideration by parliament, it is proposed that such powers be given to the Ukrainian parliament's human rights commissioner.

"In particular, it is proposed to empower the ombudsperson to conduct scheduled and unscheduled inspections of the owners and managers of personal data, submit motions ensuring they take steps to removed identified violations of the law, and provide recommendations in the sphere of the protection of personal data. According to the bill, the commissioner will annually prepare and publish a report on the state of compliance with the law on personal data protection in the country," the government's press service reported.

Under the same bill, the government will propose transferring the functions of the state registration of personal databases to the State Registration Service, and the Justice Ministry will continue to serve as the main body in the system of central executive government agencies, which ensures the formation and implementation of state policy in the sphere of personal data protection.

In addition, the Cabinet of Ministers approved a draft law introducing amendments to some legislative acts of Ukraine on preventing and combating discrimination in Ukraine.

The document proposes expanding the list of signs discrimination under which is prohibited in Ukraine, specifying the forms of liability for discrimination, as well as expanding the powers of the ombudsperson in this field.

The document proposes amending the Labor Code of Ukraine and ensuring in the national legislation the equality of labor rights: to work, remuneration, free choice of profession, occupation and work, training and further training, retraining, work conditions, unification into trade unions, etc.
