Ukraine offers Russia to enter in both countries national regimes for collection of vehicle recycling tax, the government commissioner for Cooperation with CIS Valery Muntiyan told reporters on September 25.

He also noted that the intergovernmental agreement providing for introducing such a regime in Ukraine and Russia is in the final stages of preparation and could be signed within the framework of the Summit of the CIS Heads of Government in Yalta.

"We are negotiating and trying to raise this issue at the Yalta meeting of heads of government to approve and sign the intergovernmental agreement," Muntiyan said.

National regime requires that the collection of vehicle recycling tax on imported Ukrainian cars in Russia will have the same terms and conditions as the sale of cars made in Russia within the country, and vice versa.

According to the decision of the Government of the Russian Federation of August 31, Russian producers are not charged recycling tax, however they shall submit to the Industry Ministry the guarantee of vehicle safe disposal. If not, they need to pay tax to the Federal Customs Service.
In Ukraine, vehicle recycling tax for domestic automakers is not valid.
