A bill on ban of the provision of telecommunications services without user identification including sale of SIM cards without a contract does not violate the constitutional rights of citizens, the State Service for Special Communication and Information Protection of Ukraine commented on a number of publications in the media.

The commentary says that on September 4, 2012, some Ukrainian media spread the information that the State Service for Special Communication prepared a bill with unconstitutional provisions that complicate work of service providers.

The State Service for Special Communication reported that according to the protocol decision of the meeting of the Cabinet of Ministers of Ukraine from 11.04.2012, the Administration of the State Service for Special Communication was charged to prepare the relevant bill and submit to the Cabinet.

The draft law was published on the official website of the State Service for Special Communication and sent for formal approval to the Interior Ministry, Security Service, Finance Ministry, Economic Development Ministry, State Committee for Regulatory Policy and Entrepreneurship and National Commission for the State Regulation of Communication and Informatization.

Taking into account proposals and comments, the draft law will be submitted to the Justice Ministry to provide legal expertise and then in due course to the Cabinet of Ministers.
