President of Ukraine Viktor Yanukovych proposed Parliament to amend the law "On human rights commissioner of the Verkhovna Rada," advisor to the President of Ukraine, head of the President’s Administration Main Office for Judicial System Affairs Andriy Portnov told a briefing, ForUm correspondent reports.
He said that these amendments suggest the introduction of new institution – a national preventive mechanism.
According to Portnov, this means that the human rights commissioner will be able to attach assistants to his activities, who will have the right at any time without notice and approval to visit all places that citizens cannot leave voluntarily.
The advisor to the President explained that it concerns not only detention centers and prisons, but many other places, such as temporary detention facilities, transit areas of airports, psychiatric hospitals, facilities for detainees in the courts, vehicles for transportation of prisoners and a number of other places.
