The majority of the provisions of the law on the principles of the national language policy does not comply with the Constitution of Ukraine, the decision of the Constitutional Court and the international instruments, advisor to the President of Ukraine, the head of the Presidential Administration Main Office for Constitutional and Legal Modernization Affairs Maryna Stavniychuk considers.
"In my opinion, the law was passed in flagrant violation of the Articles 47, 116-122, 130 of the law of Ukraine on the Rules of the Verkhovna Rada of Ukraine. The majority of the provisions of the law on the principles of the national language policy does not comply with the Constitution of Ukraine and international instruments ratified by Ukraine, in particular the European Charter for Regional and Minority Languages and the decision of the Constitutional Court of Ukraine dated December 14, 1999 on the official interpretation of the Article 10 of the Constitution of Ukraine concerning the application of the state language," the memo says.
The law shall come into force upon signature by the President.
