The Constitutional Court of Ukraine ruled that the provisions of the Rules of the Verkhovna Rada, according to which the speaker of the Verkhovna Rada of Ukraine shall be elected and dismissed by secret ballot, providing the voting of at least two thirds of the MPs of their actual number, do not comply with the Constitution.

This decision was adopted by the CCU on July 11 and announced today. The case was initiated by the constitutional production of 51 MPs on the constitutionality of the provisions of the Parts 5, 6 of the Article 75, the Paragraph 4 of the Article 77 of the Rules of the Verkhovna Rada of Ukraine, approved by the law of Ukraine on the Regulations of the Verkhovna Rada of Ukraine.
These provisions of the Rules provide for procedure of the election and dismissal of the speaker of the Verkhovna Rada.

According to the MPs, the provision of the Rules concerning the secret ballot by submitting and receiving the voting papers by no less than two thirds of the MPs of their actual number do not comply with the Constitution.
