Prime Minister of Ukraine Mykola Azarov has charged vice PM and minister for social policy Serhiy Tihipko to work out within a month a draft bill on employment of population.

"Within a month the government needs to create a document, which would launch systemic reformations on the labour market," Azarov said at a Cabinet's meeting Thursday, ForUm correspondent reports.

The PM underlined that the draft bill must settle a number of issues: legalization of the labour market, creation of new job places, reduction of unemployment among youth and older people and in rural areas.

Azarov also called to support employers, who give jobs to young people, the disabled and older people.

"The draft bill must be balanced, financially secured and transparent and must liquidate all antisocial schemes on the labour market," Azarov stressed.

The PM informed that out of 20 million Ukrainians capable to work only 13 million are officially employed. He also underlined that for the last years the government has spent about six billion hryvnias to carry out the policy of employment, but it has not brought any results.

"About five million citizens work illegally, and their employers do not bear any social engagements. Every fifth young man under 25 years old and every fifth older person over 50 do not have a job. 40% of graduates work not by profession. These are serious outdated systemic deformations of the labour market," Azarov summed up.
