During the 20 years of its independence, Ukraine has been a consistent proponent of global nuclear disarmament and nonproliferation, President Viktor Yanukovych said at the 2012 Seoul Nuclear Security Summit, ForUm learned from the presidential press office.

Good examples of our country’s efforts to promote nuclear nonproliferation the President called the 2011 Summit on the Safe and Innovative Use of Nuclear Energy, and Ukraine’s participation in the 2012 UN High-level Meeting on Nuclear Safety and Security.

"I am convinced that broad support of the initiatives we have put forward at these events will strengthen nuclear security at both national and global level," said Viktor Yanukovych. In this regard, he mentioned the initiative to start negotiations on establishing nuclear-free zones with the appropriate guarantees of nuclear states.

"It is important to establish in Ukraine, with the active participation of the IAEA, an international scientific and practical center for the research of environmental risks of nuclear energy," Viktor Yanukovych said.

According to the President, Ukraine attaches special importance to creating an experimental neutron source facility, pursuant to the agreement reached at the Washington Nuclear Security Summit. "We consider this project a possible international platform for joint research in advanced nuclear technologies that can ensure high standards of nuclear safety. We hope to announce the launch of this project jointly with the United States that supports it at our meeting in 2014," he said.

The President called one of the basic tasks of the international community working out a clear legal framework in the area of nuclear security. In this context, Viktor Yanukovych proposed to use more broadly such "soft" international instruments, as nuclear security summits and documents approved by them as a means to react to contemporary challenges in the area of nuclear security.
