The biggest drawback of the law on parliamentary elections in Ukraine is absence of   criteria to define distinct borders of electoral districts, a member of Venice Commission from Latvia Aivars Endzins said at a seminar on functioning of the State register of voters, ForUm correspondent reports.

According to the official, the absence of such criteria "is fraught with imbalance during formation of districts." 

He explained that in one region there may be more districts that in another, which may lead to disproportion during elections of deputies under majority constituencies.

At the same time he welcomed the State register of voters, created in Ukraine as a single national register of voters. According to the official, the absence of such register in Russia enabled the misuse during the latest election.
