President of Ukraine Viktor Yanukovych delivered a speech at the opening session of the parliament and left the session hall, ForUm correspondent reports.

In particular, the President noted that in economic terms the year 2012 will be very difficult and Ukraine must count on its own resources. "We must overcome the inferiority complex in economic terms," he said.

Among the priorities of the economic policy of 2012 Yanukovych named strengthening of energy security, diversification of energy sources, introduction of energy saving technologies and reformation of Naftogaz of Ukraine.

The President also called to form an independent control department on tariffs for transportation services.

Speaking about stimulation of domestic produce, Yanukovych stood for creation of beneficial system of crediting for some goods of Ukrainian production.

Apart from this, the President also focused on continuation of agrarian reform, in particular the land market. "I don't have a right for a mistake. I call upon you to consider this issue taking into account the interests of farmers," he said.

Speaking about tasks for fiscal policy Yanukovych urged to ban tax benefits for certain activities. "Practice of constant changes to the tax legislation and introduction of various tax benefits must be stopped," he underlined, adding that everyone must be on an equal tax footing.

Speaking about political tasks the President outlined as priority the development of new Constitution. Yanukovych believes that the Constitution must be worked out not by politicians but by professionals. "We need a new public agreement, not new rules of the political game," he said.
