For the years of Ukraine's independence the number of rural population has reduced by 2.5 million people, chairman of Kharkiv regional council Serhiy Chernov informed a meeting of the Ukrainian association of district and regional councils.

"Since 1991 the number of rural population has been decreasing. For the last 20 years it has dropped b 2.5 million people, and the number of rural settlements has reduced by 348. At the same time the number of council has increased by 1067," he said giving the data of the administrative and territorial system of Ukraine.

According to the official, bodies of local self-government are very popular among people, which is crucial for carrying out reforms. "Communities must be self-sufficient and be able to solve 80% of issues independently," Chernov summed up.
