Local government reform must establish the mechanisms of enabling citizen participation in decision-making, and most importantly – give local communities real influence on the public policy, President Viktor Yanukovych said during a meeting of the Council of Regions in Yalta. 

President Yanukovych said Ukrainian government has begun the reform of local government. 

"Our country is now starting a profound reform of local government. A concept and practical plan to develop and support local government are being elaborated. Main purpose is making its basic level work," Viktor Yanukovych said. 

"I would like to remind that under the European Charter of Local Self-Government, local authorities are one of the main pillars of democracy," he said. 

The President said that the question of distribution of powers between the center and regions should be approached reasonably; all the risks should be calculated. 

Viktor Yanukovych also stressed the inadmissibility of further politicization of the local government’s work. "Sometimes we see local councils substituting the central government, breaking the law, agitating people by political statements," he said.

He also expressed confidence that Crimea could become a leader in the development of self-government. "Crimea has the most of preconditions for that: there is the Parliament, the Council of Ministers, the extensive system of local councils, and there will be a sufficient economic base created," he said.
