Speaking at the presentation of the concept "Investment reform", President Viktor Yanukovych has invited businessmen to cooperation with the state in implementing national projects, presidential press office informed.
According to Viktor Yanukovych, top priority national projects have already been pre-approved. Among them are "New Energy", "New quality of life", "New infrastructure", and "Olympic hope 2022". Also, in the real sector of economy, there is work going on to implement projects in such areas as, liquid natural gas processing, promotion of alternative energy use, building affordable housing, farming revival, development of grain production and others.
The President stressed that special attention will be given to national projects with investment in the human capital. For example, those related to development of healthcare and education, which are currently being implemented.
"To me, implementation of these projects, is a broad field for cooperation with domestic and foreign investors on the basis of public-private partnership. I am confident that combining state assets with investment, managerial and other resources of the private sector will allow improving the efficiency of implementation of national projects," the President said.
Viktor Yanukovych said that much has already been done in Ukraine to promote partnership between the government and business. In particular, the Law of Ukraine "On Public-Private Partnership" has been approved, which establishes several important principles that are common to the European Union. These are equality of public and private partners before the law, prohibition of any discrimination of their rights, harmonization of their interests for mutual benefit, fair distribution of risks between public and private partners and others.
"Of course, we must make sure it all works ... the Cabinet of
Ministers of Ukraine has adopted the necessary regulations to implement
provisions of the said Act,” he said, adding that Ukraine is ready to
use the experience of countries that have long, successful tradition of
public-private partnership (the U.S., France, UK, Germany).
