President Viktor Yanukovych has instructed Prime Minister Mykola Azarov, NSDC Secretary Raisa Bohatyryova and state concern "Ukroboronprom" Director Dmytro Salamatin to take urgent measures to improve state policy in the development, production, repair, upgrade, selling and disposal of weapons, equipment, and improving the efficiency of public administration of this area.
The Presidential instruction includes the following:
- Conducting during March this year an analysis of legal acts on reforming and developing the defense industry, taking into account new approaches to national security and defense policy, and preparing proposals of their amendment;
- Conducting by May 1, 2011 an assessment of financial and economic activities of the enterprises, institutions and organizations which are members of "Ukroboronprom" state concern, and taking measures to ensure their financial revitalization, effective functioning and development.
The question of developing a concept of bill on business activity in the area of development, production, repair, modernization, and disposal of military equipment, particularly by “Ukroboronprom”, must be considered in the nearest time.
To ensure structural readjustment, effective functioning and development of enterprises of the military-industrial complex, the President of Ukraine has instructed enterprises-members of the state concern "Ukroboronprom" to create integrated research and production facilities in priority areas of weapons, military and special equipment development.
The President will be supervising the implementation of the instructions personally, presidential press office reported.
