The Cabinet of Ministers of Ukraine within one month will develop a framework law that determines the mechanisms of simplified procedures for issuing permits for the construction industry. The decision was taken yesterday during a meeting on deregulation in the construction industry, Prime Minister Mykola Azarov said.
The Prime Minister believes that the facilitation of issuance of permits for construction and in the system of land allocation for construction will at 4 times average shorten the deadlines for issuing permits to start construction works, conclude contracts for sale of land, from the moment of form application by investors.
""At the meeting it was decided to simplify the procedures for issuing building permits. The end result is not only to speed up the issuance of permits, but also to activate the building, what will reduce the cost of square meters, will enhance the investment attractiveness of the area," Azarov said.
He also added that there is a need of more effective use of modern construction technologies and improvement of standards of quality and safety in building materials. "Most state building norms and standards effective today do not meet the time requirements," the Head of the Government explained.
Mykola Azarov noted that in order to improve the regulatory system, which regulates construction in Ukraine and to harmonize it with European standards an appropriate action plan would be considered today.
