Ukraine's Prosecutor General's Office (PGO) has opened a criminal case on the violation of legislation on the budget system in 2009.

The PGO press service said that prosecutors had checked the observance of legislative requirements when using budgetary funds received in 2009 from the sale of part of the assigned amount of greenhouse gas emissions, in accordance with Article 17 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change.

Initial inquiry showed that following the endorsement by former officials of the Cabinet of Ministers and the Finance Ministry of legal acts contrary to the requirements of the law on the state budget for 2009, the State Treasury had changed the purpose of funds from the state budget's special fund, which were received from the sale of part of the assigned amount of greenhouse gas emissions worth UAH 2.3 billion (UAH 7.93 / USD 1).
