The Party of Regions is blocking the parliamentary budget committee from submitting changes to the draft law on the 2010 State Budget, thus preventing the law from being prepared and submitted for consideration.

"The Verkhovna Rada Budget Committee has already prepared their proposals to the draft budget for 2010, but parliament must approve them and then the government has to take them into account when finalizing the budget. This could be done today...but unfortunately, the Party of Regions is blocking this process," BYuT deputy Serhiy Sobolyev said today.

He stressed that the government would do everything it can so that the state budget for next year is adopted before the end of this year.

On December 14, First Vice Prime Minister Oleksandr Turchynov stated: "The government is ready to make these changes to the draft 2010 budget, to revise it based on the Verkhovna Rada’s conclusions and proposals. These proposals should be balanced and clearly meet the requirements of the Budget Code. Unfortunately, we have not received such conclusions from the Verkhovan Rada. As soon as we do, we will submit to parliament an amended draft budget for 2010."

Oleksandr Turchynov recalled that the government submitted to parliament the draft 2010 State Budget on time back in September 2009. But, according to him, parliament didn’t vote for it, thereby being required to submit proposals for revisions. The government has not yet received these proposals.
