The National Security and Defense Council of Ukraine has made decision to allocate financing for the snap parliamentary poll from the reserve fund of the state budget.

Justice Minister of Ukraine Mykola Onishchuk told journalists yesterday.

He recalled that after this decision was put into force with a respective decree of the President, the government will have to allocate financing for the election from the reserve fund.

According to M.Onishchuk, Prime Minister of Ukraine Yulia Tymoshenko, commenting on this decision of the security council, said that the law on parliamentary election sets out that the financing should have been stipulated in the state budget.

“At the same time, it’s obvious that it’s impossible to forecast a snap poll and stipulate financing for it during adoption of the state budget, such a political-legal and constitutional situation may occur at any time, and the financing may not be stipulated [in the state budget]”, he said.

He also cited the President who said that the Verkhovna Rada could introduce amendments into the state budget, but BYuT blocked the rostrum, and the parliament failed to adopt the amendments.

“Consequently, it means that this function must be fulfilled by the Cabinet of Ministers of Ukraine, by allocating the necessary financing from the reserve fund. I’d like to stress that the reserve fund is a part of the state budget as well”, the Justice Minister stressed.
