"Dear fellow citizens,

The Central Election Commission has announced official results of the September 30 parliamentary election in Ukraine.

The ballot was conducted in a democratic and legal manner. I am grateful to all those who came to the polls to cast their vote. I thank those involved in the election and also public and international observers.

The entire nation and all of us pursued one important goal and this was to teach politicians to bear direct responsibility before their people. To my mind, an important lesson was taught and learned. Its conclusions are obvious and, I hope, clear for all.

I appreciate that my call for changes was supported by the country. I demand that all the necessary procedures be completed to prepare parliament, the Verkhovna Rada of the sixth convocation, for work. Under the constitution, the formation of a majority coalition of deputy factions can be startedat the first parliamentary session. The political contours of this process are already visible.

I have outlined main tasks for the state and said how to resolve our, dear fellow citizens, specific problems. The majority of voters voted for those forces that have confirmed their commitment to democratic and European values. This progress is steady and unchangeable.

On October 15, the Bloc of Yulia Tymoshenko and the Our Ukraine-People’s Self-Defense Bloc submitted their action plan to the president for approval and declared their readiness to form a majority in Ukraine’s parliament. I support this intention. I would like to stress that these forces have assumed responsibility for the development and productive performance of the highest legislative body.

I expect the majority to form a coalition as soon as the first session opens. ...I would like to confirm my readiness to nominate the coalition’s candidates for prime minister and ministers. I instruct the Bloc of Yulia Tymoshenko and the Our Ukraine-People’s Self-Defense Bloc to complete all the necessary constitutional requirements.

I would like to remind the political forces that they should work fast. The nation expects the new speaker to be elected, urgent laws passed and the next government appointed at the first parliamentary session. This is a clear sequence of steps. It is necessary to proceed to the implementation of the country’s main tasks consistently, systemically and quickly.

I want to believe that all members of parliament will show their wisdom and responsibility. I warn them against making attempts to derail the work of the Verkhovna Rada. I firmly guarantee that the rights of the opposition will be observed. It will have all possibilities to work and control what the government does. This principle is unbreakable.

There are no winners in the election we held. There are no different parts of Ukraine and there is no split in the nation. There is a victory of the people. There is a victory of all the citizens of Ukraine. There is a moral victory of the voters over betrayal and corruption in parliament.

These achievements provide basis for the normal work of government, for the development of the state and for real changes in our lives. We are going forward.I invite the parliamentarians to work.
