Conception of provision with dwelling in 2008-2012 will be submitted for Cabinet consideration in November of the current year. Anatoly Berkuta, deputy Minister of regional development and construction of Ukraine said that today at a press conference, the ForUm’s correspondent informs
According to him, by May 1, 2008 draft bill, worked out on the basis of conception, is expected to submit for VRU consideration. Conception foresees provision of people by social and acceptable dwelling. In particular the document contains five implementations schemes of solving housing problem.
These schemes foresee compensation by the state up to 30 % of first contribution for flat purchase through mortgage; implementation of system of housing-construction accumulation payments, 20% of which the state will return; co-financing mechanism of house construction by citizen and State –“50:50” and “30:70”; state support for some people categories.
In 2008 it is expected to complete program development and to define population categories and special dwelling for them.
In 2007 the budget had UAH 2.4 milliard for provision of citizens with social flats. 13.5 thousand flats can be built for these means, according to the Ministry of regional construction.
