Deputy Secretariat Chief of Staff Ihor Pukshyn said on Wednesday a ruling by the Constitutional Court of Ukraine to deprive President Victor Yushchenko of his right to appoint heads of district courts was “legally useless,” according to President's press office.

“I would like to stress that the ruling by the Constitutional Court is legally useless. In other words, it has no validity,” he said, adding that the decision was aimed at “paralyzing the judicial branch and restricting the President’s abilities to guarantee the observance of the rights and freedoms of the citizens.”

Pukshyn said the Constitutional Court had violated its procedure rules when producing the ruling. He said the dismissed judge Syuzanna Stanik had participated in that hearingand noted that the ruling was not signed by one of the judges of the Constitutional Court, although all the judges have to sign it.
