Ukraine proposes Russia two draft Agreements on jurisdiction and legal aspects of functioning Russian Black Sea Fleet on the territory of Ukraine. The draft Agreements are results of the session of the working group of Ukrainian-Russian commission on RF BSF, held on February 1-2 in Kyiv.

The matter concerns distribution of jurisdiction between competent bodies of Ukraine and Russia as regards crimes, committed in places of dislocation of RF BSF on the territory of Ukraine, “dual” citizenship of Russian official, who stay in Ukraine after their service in RF BSF, use of Russia’s state symbolism in places of dislocation of RF BSF on the territory of Ukraine and designation of Ukrainian objects, temporary used by RF BSF.

The first Agreements provides for exact determination of authority of competent bodies of Russia as regards investigation of crimes, committed in places of dislocation of RF BSF on the territory of Ukraine and which are under the jurisdiction of Russia; determination of a mechanism of cooperation between bodies of Ukraine and Russia concerning investigation of crimes, committed by RF BSF military personnel and by members of their families.

The second Agreement is called to simplify procedure of change of Russian citizenship to Ukrainian one or vise versa, which will give a possibility to solve the problem of dual citizenship, what is illegal according to both Ukrainian and Russian legislations. 

In addition, Ukraine’s delegation pointed out necessity for Russia to stop using its state symbolism on the territory of Ukraine, what has not been done yet.

Admitting necessity to unify designation of objects, used by RF BSF, the parties agreed to coordinate in the nearest future positions as regards such identification designations.
