The main aim of the co-operation programme is to improve the organisation of the judicial profession, including the selection and appointment procedure, disciplinary liability and the training of judges. The project will also address the issues of case management and alternative dispute resolution methods in order to reinforce the efficiency of the judiciary and help bring it in line with the case law of the European Court of Human Rights.
This new joint programme represents a continuation of the co-operation established with Ukraine – which began even before it joined the Council of Europe in 1995 – to help the authorities to carry through judicial reform. The priorities for the year to come have been agreed in consultation with the Ukrainian authorities (particularly the High Council of Justice, the Ministry of Justice, the Supreme Court, the State Department for the Administration of Courts and the Academy of Judges) and Ukrainian civil society.
