Victor Yushchenko has issued a decree making the government hold consultations with him on all appointments in the Defense Ministry, the Interior Ministry, the Foreign Ministry,  the State Service for Special Communications and the Protection of Information, the State Export Service, the State Border Service, the Central Department of the Security Service of Ukraine and the Intelligence Service, president's press office reported. 

Article 102 of the Constitution of Ukraine says the main function of the Interior Ministry is to protect rights and freedoms of Ukrainian citizens. According to this article, the President is entitled to appoint the leadership of the ministry.

According to Ukraine’s law, the Interior Forces of the Interior Ministry are considered to be a military group. Since the President appoints the commander of these forces, the appointment of his first deputy and other deputies should be discussed with him. 

Article 106 of the Constitution of Ukraine says the President is in charge of the country’s foreign policy and so he has to agree to the appointment of the first deputy and other leaders of the Foreign Ministry.
