At the 14th session of the Council of Ministers of OSCE, taken place in Brussels, Ukraine is speaking on behalf of GUAM on two main questions – regulation of deadlock conflicts and OSCE’s reformation.

Volodymyr Yelchenko, representative of Ukraine at the international organizations in Vienna, Ukraine’s ambassador to Austria informed it the Ukrainian journalists during the interview in Brussels.

According to Yelchenko, the speech is going to be of two parts. “Attention will be paid to urgent questions that concern GUAM - regulation of deadlock conflicts of OSCE. The matter concerns Transdniester, Abkhazia, Ossetia and Nagorny Karabakh,” he emphasized.

According to the Ukrainian diplomat, “revolutions from these initiatives shouldn’t be expected.” “The question is about those issues that were suggested before.” Our task is to make the conflicted parties negotiate with the help of OSCE as effective as it was during the last two years,” he emphasized.

Regarding the regulation of situation in Georgia, first of all in South Ossetia, GUAM will support the plan of the President of Georgia Mikhael Saakashvili, according to Yelchenko.

Answering the question about Russia’s position as to the troops withdrawal from the territories of deadlock conflicts, Yelchenko said, there are no further consultations on it..

The second main issue of the speech is OSCE’s reformation, Yelchenko considers. “Reform means the creation of Secretariat and extension of authorities of general secretary. All efforts will be made to solve these problems. In case of failure of it the work is going to be continued next year under the chair of Spain. Nobody makes problem of completing OSCE’s reform now, this is a process that should be passed,” Yelchenko emphasized.

GUAM consists of Georgia, Ukraine, Azerbaijan and Moldavia.
