On September 25, 2006 in New York, the session of the Council of Ministers for Foreign Affairs of the GUAM Organization for Democracy and Democratic Development (GUAM-ODDD) headed by Minister for Foreign Affairs of Ukraine Borys Tarasyuk and a separate meeting in the GUAM-ODDD-USA format took place.
In the speech at the GUAM-ODDD session, the Head of the Ukrainian foreign policy office Borys Tarasyuk noted significant dynamics in activity of this Organization, in particular, in completion of creation of contractual legal base of its functioning and formation of the standing executive body, the Secretariat. At the session, the Ministers for Foreign Affairs of the GUAM member countries approved nomination of Deputy Minister for Foreign Affairs of Georgia Valery Chechelashvili to the post of the GUAM-ODDD Secretary-General. The parties agreed with the necessity to take all effective measures in order to ensure start of work of the GUAM-ODDD Secretariat from January 2007, the Foreign Ministry of Ukraine press office informed.
In the course of the speech, Minister Tarasyuk noted increase of interest to activity of the Organisation from the part of other states and international organizations and urged to intensify joint efforts for involvement of other states and organizations to cooperation with the GUAM as partners and observers.
The participants of the session noted commonness in approaches to the issue of settlement of frozen conflicts in the territory of the GUAM countries. At that, they noted significance of inclusion of this item into the agenda of the 61st session of the UN General Assembly. In the course of the debates, the parties also discussed cooperation in transport and energy spheres, preserving stability and security in the Black Sea-Caspian region.
At the session, the Joint Statement on the “referendum” at the Transdniestrian region of the Republic of Moldova was approved. In particular, the Minister for Foreign Affairs of Ukraine noted that our state did not recognized the results of the so called “referendum” at the Transdniestrian region of the Republic of Moldova and joined the corresponding statements of the EU and other international organizations in this issue.Minister Tarasyuk also emphasized that Ukraine repudiates any attempts to draw a parallel between the Kosovo problem and the unsettled conflicts in the territory of the GUAM countries.
On the instructions of the President of Ukraine, Minister for Foreign Affairs Borys Tarasyuk presented his colleagues, the heads of the foreign policy offices of Azerbaijan, Georgia and Moldova, state decorations of Ukraine for active work in the GUAM activity framework and on the occasion of the 15th anniversary of Independence of our state.
By the results of the meeting, series of documents were signed.
Minister for Foreign Affairs of Ukraine Borys Tarasyuk also met with Minister for Foreign Affairs of the Republic of Uzbekistan Vladimir Norov.
During the meeting, the parties agreed that holding the regular 7th session of the Joint Interdepartmental Ukrainian – Uzbek Commission on Thorough Cooperation in Kyiv till the end of this year will contribute to cooperation intensification between our states in all spheres.
As the most perspective ones, the parties mentioned mining, motor car construction, energy, aviation and tourist spheres of bilateral cooperation. Minister Tarasyuk emphasized that our state is interested in participation of Ukrainian investors in privatization, reconstruction and modernization of entities in the territory of the Republic of Uzbekistan.
The Ministers discussed the state of the Ukrainian and Uzbek communities in Uzbekistan and Ukraine respectively.
Tarasyuk and Norov also exchanged views on possibility of joint participation in projects on stabilization and development of economy of Afghanistan.
