Secretariat Chief of Staff Victor Baloha said President Victor Yushchenko would soon convene a meeting of the National Security and Defense Council to discuss mechanisms of performing his constitutionally assigned duties.

He said the head of state and society were worried about political speculations regarding the country’s foreign and defense policies.

“According to Article 106 of the Constitution of Ukraine, the President is in charge of foreign policy of the state. He has enough legal tools to ensure the irreversibility of the foreign course and to make all the official institutions follow it,” he said.

Baloha characterized a resolution passed by the Verkhovna Rada to support the prime minister’s statement on NATO in Brussels as provocative, confrontational and illegal.

The chief of staff believes the document is inconsistent with the National Unity Pact and the President’s policy of finding compromises.

“Ukraine’s political leaders and top officials must demonstrate consolidated policy and jointly protect national interests. This very subject should be discussed at the NSDCU meeting,” he said. “The Verkhovna Rada and government must adhere to the country’s laws, including the Law on the Fundamentals of Ukraine’s National Security.”
