Victor Yushchenko characterized the issue of creating a National Bureau of Investigations as quite controversial but said professionals unanimously claim that such an agency incorporating pre-trial functions should be established.

“Scattered activities undermine the system of responsibility,” he opined.

The President expressed confidence that there would soon be no lack of coordination: “If we leave this mess and confusion, we will never improve pre-trial investigation, and thus professionals agree that we need to unite all the functions.”

The Head of State said he did not know which office would be used as a basis for this bureau. In his opinion, it is necessary to “search for a compromise.” Today, there are seven agencies involved in investigative activities but results of their performance are irrational and ineffective, he said.

Yushchenko said the dynamics of their work might temporarily worsen.

“But we are speaking about strategic solutions and decisions. Today, we fail to investigate crimes effectively. We must, no doubt, profoundly change this system.”
