Ministry of Justice of Ukraine with the help of Chervonenko’s department (Ministry of Transport and Communications) decided to undertake the registration of web-sites. On May 29, the edict of Ministry of Transport and Communications "About the rules of the state registration of web-recourses" will have come into effect. Yesterday, the procedure of passing was stopped by the decree of minister of transport and communications, Chervonenko. The edict must regulate the usage of Ukrainian web portals.

The edict will spread on resources of all kinds of property. Admittedly, there is no phrase in it about whether it will be obligatory procedure or not.

The supporters of the edict contend that the voluntary registration of the web-sites will make them equal to mass-media. It will cause the legal responsibility of the web-resources for the information they give. However, the journalists and some politicians characterized the edict as the attempt of power to control web mass media by means of censorship.

Nowadays, world experience proves that voluntary registration of the web-sites is possible only if there are any special conditions for it. But the majority of European countries understand that such measure may cause the total national information area control.

I do not object to the registration but first of all it should be thoroughly discussed by native and foreign experts. It should not be ruled by orders of the government.

It goes without saying that the registration of web resources will be the first step to the censorship. It became clear even for some officials that the registration would be a delayed-action mine threatened them first of all.

It is interesting that the attempt to leash the web coincided with the publishing in the web some facts about joyous journey of Chervonenko in Monte Carlo (for his wife’s money, as it is all the rage now). By the way, sites publishing such information may sleep the sleep of the just, because they do not need to register at all. The edict reads that if the sites contain some information outraging the dignity, reputation and the honor of person, so, they will not be included in the National Register. So, if you publish information about journey in Monte Carlo you will not have any need of registration.  

For example, there were such attempts, I mean licensing of web-resources, in Poland. They wanted to control the web-sites containing information about presidential and parliamentary elections. As the result of it, all sites dealing with the theme were registered abroad. The same situation occurs in Middle Asian republic. What will do Chervonenko with the site hosted in the web offshore, for example, in Monte Carlo?

The edict is the evidence of the wish of power to gain control on mass-media of all kinds before the election. The only thing to leave is to control all receiving devices, such as TV sets and wireless. The certain examples exist in the history…
